Why my internet still work if my ports are block ?

When an ISP block a port, it mean the ISP is rejecting incoming connections on the port (i.e. from internet world to your computer).
However, outgoing connections (from your computer to the internet world) are separate from incoming, and that is what you are using.
So any connection originated on your computer to the internet is not block. After initiating and forming a connection, the incoming traffic will be able to reach your computer.
However, for a server to works, the connection needs to originate from the internet to your computer. The ISP is rejecting these incoming connections, hence preventing your connection being used to host a server on those blocked ports.
